摘要
我国高速铁路建设和运营过程中,建设了大量检测、监测、视频监控及生产管理系统。由于系统建设时间不一致、标准不统一、系统之间缺少连通、管理单位各异,各系统产生的数据资源难以有效共享利用,也造成大量重复投资和数据资源浪费。结合中国铁路济南局集团有限公司高速铁路现有设备实际情况,深入分析运营监测信息共享利用存在的问题,通过加强协调和监督,建立高速铁路运营监测信息共享利用管理协调机制,明确高速铁路运营监测信息共享利用管理的基本原则、方式、用户需求、信息来源及相关保障措施,充分挖掘和发挥既有系统的功能,最大限度实现中国铁路济南局集团有限公司各专业数据资源共享利用,为高速铁路运营提供重要的设备质量、运营维护、故障处置、安全管理、生产组织等数据信息。
A large number of testing,monitoring,video surveillance and production management systems are established during the construction and operation of high speed railways in China.Due to various system construction time,inconsistent standards,lack of connectivity between systems and different management units,it is difficult to share and utilize the data resources generated by each system,which reduces the efficiency of data utilization,and causes a large number of repeated investments and waste of data resources.In combination with the actual situation of existing high speed railway equipment of China Railway Jinan Group Co Ltd,the problems existing in the sharing and utilization of operation monitoring information are analyzed,a coordination mechanism for the sharing and utilization management of high speed railway operation monitoring information are established by strengthening coordination and supervision,the basic principles,methods,user needs,information sources and relevant safeguard measures for the sharing and utilization management of high speed railway operation monitoring information are defined,and the functions of existing systems are fully exploited and exerted,so as to the maximize the sharing and utilization of disciplinary data resources of China Railway Jinan Group Co Ltd and provide such data information as equipment quality,operation and maintenance,fault handling,safety management and production organization for HSR operation.
