摘要
土地是企业重要的生产要素之一。土地价格变动不仅直接影响企业的生产成本,也同时间接诱使企业改变生产工艺,从而影响企业产品质量。基于2009—2016年全国282个地级市工业用地交易数据和中国企业海关数据,并采用Saiz的工具变量估计方法克服用地成本内生性问题,考察用地成本对企业出口的影响,研究发现:地价上涨虽然增加了生产成本,但也促使了企业进行产品质量升级。同时,地价冲击对产品质量升级的效果在产业间存在显著差异,资本密集度越高,土地依赖度越低,则地价上涨时质量升级效应大于价格效应,企业出口因此受到积极影响。因此,建议政府在资本密集型产业集聚的城市减少对土地市场的干预,为制造业企业改善生产工艺创造良好的外部环境,充分释放企业进行产品质量升级的需求和潜力,推动中国制造到中国"质"造的蝶变。
Land is one of the important production factors of enterprises. The change of land price not only directly affects the production cost of enterprises, but also indirectly induces enterprises to change production technology, thus affecting the product quality of enterprises. Based on the industrial land transaction data and the customs data of Chinese enterprises in 282 prefecture level cities from 2009 to 2016, and using Saiz instrumental variable estimation method to solve the endogenous problem of land cost, this paper systematically investigates the impact of land cost on enterprise export. It is found that although the rise of land price increases the production cost, it also promotes the enterprise to upgrade the product quality. At the same time, there are significant differences in the effect of land price impact on product quality upgrading among industries: the higher the capital intensity and the lower the land dependence, the quality upgrading effect is greater than the price effect when the land price rises, so the export of enterprises is positively affected. It is suggested that the government should reduce its intervention in the land market in cities with capital intensive industrial agglomeration, create a good external environment for manufacturing enterprises to improve production processes, fully release the demand and potential of enterprises for product quality upgrading, and promote the change from made in China to “made in China with high quality”.
