摘要
以电力行业为中心的能源电力产业链已逐步形成,但存在协调链长、信息融合度差、监测预警手段缺失等问题。为此,提出一种能源电力产业链短期预警方法。首先,确立能源电力产业链短期预警的目标、基本方法和原则;然后,建立包含一次能源供应、电力系统供需平衡和电力市场风险3个主要环节的预警体系,该体系包括8个预警对象共24个预警指标,能够实现自下而上的层层预警以及自上而下的警源排查;最后,对能源电力产业链风险防控措施进行探讨并提出建议。
At present,the energy and power industry chain centered on the power industry has gradually formed,but there are still some problems such as long coordination chain,poor information integration,and lack of monitoring and early warning methods.To solve these problems,this paper proposes a short-term early warning method for the energy and power industry chain.Firstly,the short-term early warning goals,basic methods and principles of the energy and power industry chain are established,and then,the early warning system containing three categories of the primary energy supply,power system supply and demand balance,and power market risks is built,which contains eight early warning targets covering 24 early warning indicators in all.The system is able to realize bottom-up early warning and top-down alarm source investigation.Finally,the risk prevention and control measures of the energy and power industry chain are discussed and suggestions are made.
