摘要
作为流动人口的重要构成部分,对“老漂族”进行分类是实现公共治理的重要途径。依据“认知行为”双维度框架,将其分为完全认同型、继续认同型、认同制约型和认同失败型四类。利用2017年全国流动人口卫生计生动态监测调查数据对“老漂族”的类型差异及其影响因素进行了实证分析,研究结果表明:“完全认同型”和“继续认同型”所占比重较高,“认同制约型”和“认同失败型”所占比重较低;“继续认同型”主要受到家庭禀赋的制约,“认同制约型”和“认同失败型”主要受到个体禀赋和家庭禀赋的共同影响,而社会禀赋对四类“老漂族”都发挥着影响作用;“认同失败型”向“完全认同型”的转变有内在驱动和外在驱动两条路径。因此,在“老漂族”的治理中需要遵循差异化策略。
As an important part of the floating population,classifying“the old floating people”is an important way to realize public governance.“The old floating people”are divided into four categories according to the two-dimension framework of“cognition-behaviour”,namely“complete identification type”,“continuing identification type”,“identification constraint type”and“identification failure type”.Applying to 2017 national floating population health and family planning dynamic monitoring survey data,the paper analyzes type difference of“the old floating people”and its influcencing factors.The research results show that the proportions of“complete identification type”and“continuing identification type”are relatively high,while those of“identification constraint type”and“identification failure type”are relatively low.“Continuing identification type”is mainly affected by family endowment.“Identification constraint type”and“identification failure type”are mainly affected by the joint impact of individual endowment and family endowment,and social endowment plays an important role in the four types of“the old floating people”.The transformation from“identification failure type”to“complete identification type”has two paths:internally driven and externally driven.Therefore,it is necessary to follow the strategy of differentiation in the governance of“the old floating people”.
