摘要
随着对华战略调整,美国等少数国家将制定、调整移民政策作为单边制裁措施限制中国公民海外流动,并与经济制裁、军事挑衅等手段配合使用,对中国进行全面遏制打压。我国应通过建立出入境类反制措施配套法律规定、扩充移民政策反制工具箱、加强移民管理动员能力建设和拓展多边经贸合作等途径予以反制,冲破单边制裁对我国公民海外流动的限制和影响。
With the adjustment of their strategies towards China,a few countries such as the United States plan to adopt unilateral sanctions by formulating and adjusting immigration policies to restrict the overseas movement of Chinese citizens.At the same time,economic sanctions and military provocations are also used to comprehensively contain and suppress China.We should strengthen the research and of unilateral sanctions based on immigration policies and take countermeasures to break through the restrictions and influence of unilateral sanctions on the overseas movement of Chinese citizens.Those countermeasures include formulating supporting laws and regulations for countermeasures based on immigration management,expanding countermeasure toolboxes based on immigration policies,strengthening mobilization capacity building based on immigration management,and expanding multilateral economic and trade cooperation.
