摘要
巡视监督常态化的建构逻辑以政治监督为主旨,以构筑“三不”治腐格局为指向,以净化政治生态为粹要,以做党和人民事业的监督卫士为归旨。基于建立巡视巡察体系的均衡系统、对政治巡视的蕴涵进行再深化、开掘多元化巡视监督方式、构建巡视工作绩效评价体系、全方位统筹巡视队伍建设等视角,巡视监督常态化的实践向度应把握政治性、整体性、创新性、实绩性、组织性五大特征,锚定政治巡视核心目标,巩固巡视巡察“一盘棋”格局,采行多元巡视方式,创设全过程绩效管理,构建巡视队伍梯次结构。
The construction logic of normalization of inspection supervision takes political supervision as the theme,constructs the pattern of“Dare not corrupt,Do not corrupt,Do not want to corrupt”governance as the direction,purify the political ecology as the essence,and become the supervision guardian of the party and the people’s cause as the purpose.Based on the perspectives of establishing a systematic balance of inspection and inspection system,deepening the connotation of political inspection,exploring diversified inspection and supervision methods,constructing the performance evaluation system of inspection work,and comprehensively coordinating the construction of inspection team,the practice dimension of normalization of inspection and supervision should pay attention to the five characteristics of politics,integrity,innovation,performance and organization,locate the core objectives of political inspection,deepen the“a board of chess”pattern of inspection and inspection,extend the diversified inspection methods,create the whole process performance management,and construct the hierarchical structure of inspection team.
