摘要
国家创新体系建设对中小企业创新活动有重要的推动作用。国家创新体系建设历程、中小企业可持续创新影响因素,以及国家创新政策是影响中小企业创新活动的三个主要方面,从这三个方面对国家创新体系影响中小企业可持续创新能力进行综述,分析国家创新体系和中小企业的特征。结合不同学者的研究,中国国家创新体系建设有利于中小企业可持续创新发展,具体从资金流动、人才培养、政府监管、公共采购等方面对中小企业可持续创新活动产生影响,国家创新体系还亟需完善。未来的研究重点应放在国家创新体系的内在构成、评价指标、体系对中小企业创新的实际效果评估等方面,以此寻找提升国家创新体系水平的动力。
The construction of national innovation system plays an important role in promoting the innovation activities of small and medium enterprises.The construction process of the national innovation system,the influencing factors of sustainable innovation of small and medium enterprises,and the national innovation policy are the three main aspects affecting the innovation activities of small and medium enterprises.From these three aspects,it summarizes the impact of the national innovation system on the sustainable innovation ability of small and medium enterprises,and analyzes the characteristics of the national innovation system and small and medium enterprises.Combined with the research of different articles,the construction of China's national innovation system is conducive to the sustainable innovation development of small and medium enterprises.Specifically,it has an impact on the sustainable innovation activities of small and medium enterprises from the aspects of capital flow,talent training,government supervision and public procurement.However,at present,China's national innovation system still needs to be improved.Future research should focus on the internal composition and evaluation indicators of the national innovation system and the actual effect evaluation of the system on the innovation of small and medium-sized enterprises,so as to find the power to improve the level of the national innovation system.
