摘要
运用文献研读、专家访谈、逻辑分析等方法,解构习近平总书记关于融合发展的重要论述,探究政策诉求,提出体医融合发展的政策路径。认为习近平总书记关于融合发展重要论述的“通性”由党的领导结合以人为本的理念范畴、顶层设计与一体化原则的行动逻辑、协调与共享的操作方法构成;体医融合存在政策宗旨、政策议程、政策方案、政策主体、政策执行以及政策评价的诉求,建议在习近平总书记关于融合发展的重要论述指导下坚持以人为本,确立全方位全周期的政策观念;坚定党的领导,引导政府及社会各界主动介入议程;强调顶层设计,规划系统性政策方案;遵循一体化原则,厘定体医融合各类政策主体;秉承协调理念,选择与配置体医政策执行工具;恪守共享理念,划定政策评价维度、标准及方法等路径框架,建立健全体医融合发展的政策体系。
Through literature study,expert interview and logical analysis,this paper analyzed General Secretary Xi Jinping’s important discussions on the integration development in order to know the origin of the policies and explore into the measures of the integration development of sports and medicine.It was held that General Secretary Xi Jinping’s important discussions on integrated development were under the CPC’s leadership,centering around the concept of people-orientedness,the top-level design and principle of integration,and the operation of coordination and sharing.The integration of sports and medicine needed the goal,agenda,plan,subjects,execution and evaluation clarified in the policies.People-oriented,overall long-term policies should be formulated under the guidance of General Secretary Xi Jinping’s important discussions on integrated development.All social sectors should be encouraged to participate in the agenda making under the leadership of the CPC.Integrated principles should be followed to clarify policy subjects.Execution of the policies should be based on cooperation.Policy mechanism targeting at integration of sports and medicine should be built on the basis of sharing,and on the framework of standards,measures and evaluation.
