摘要
为探究我国重特大安全生产事故特征,选取2005—2019年国内852起重特大事故作为研究对象,基于Python编程语言针对重特大事故发生的年份、季度、月份、工作日与非工作日、地域特征进行分析。结果表明:2005—2019年,国内重特大安全生产事故起数和死亡人数均在不断下降;第四季度发生重特大事故最多,而第三季度平均每起事故造成的死亡人数最多;重特大事故数量和死亡人数随月份显示出反复波动的趋势,均呈现3个"^"形;工作日期间发生的重特大事故数量最多,非工作日平均事故率最大;国庆节是重特大事故发生最多的节假日;贵州、湖南、山西、云南、河南等省份"十四五"期间需要重点加强安全和应急管理。
In the process of production and operation,safety accidents often occur due to the influence of dangerous factors and major accidents and particularly serious accidents(MAs-PSAs) occur every year in China.To explore the characteristics of MAs-PSAs,852 accidents from 2005 to 2019 were selected as the research object.These data were obtained from The Ministry of Emergency Management of the People’s Republic of China,the Journal of Safety and Environment,and specific accident reporting websites.Based on the python programming language,the results were obtained by analyzing the factors related to the year,quarter,month,working day,non-working day,and regional characteristics of MAs-PSAs.The results show that from 2005 to 2019,the number and the death toll of MAs-PSAs were declining.Besides,the fourth quarter had the most MAs-PSAs while the average number of deaths per accident in the third quarter is the largest.Moreover,the number and the death toll of MAs-PSAs show a trend of repeated fluctuations over the months,both showing the 3 “^” pattern,which indicates there are three-time increases and downwards.The most MAs-PSAs occurred in March,April,and August while in March,August,and November MAs-PSAs caused the most deaths.Most of the MAs-PSAs occurred during working days.According to statistics,the number of MAs-PSAs on working days is roughly double the number of MAs-PSAs on non-working days..However,the average non-working day accident rate of MAs-PSAs was the largest.During Chinese statutory holidays,National Day was the holiday with the most MAs-PSAs while Mid-Autumn Festival and New Year’s Day had the fewest accidents.From the number of accidents in the regions,Shanxi,Guizhou,Hunan,Yunnan,and Henan provinces had more MAs-PSAs.Finally,suggestions for preventing MAs-PSAs were put forward.The research results of this article can provide valuable guidance for the formulation of accident prevention strategies during the 14 th Five-Year Plan.
