长江经济带环境规制、科技创新与产业结构升级互动关系研究 被引量:2

Study on the Interaction Among Environmental Regulation,Scientific and Technological Innovation and Industrial Structure Upgrading in the Yangtze River Economic Belt

摘要 基于长江经济带2005~2019年的面板数据,构建了PVAR模型,借助格兰杰因果检验、脉冲响应函数及方差分解分析环境规制、科技创新与产业结构升级三者的互动作用。结果表明:环境规制对科技创新具有正向促进作用且贡献率不断加强;科技创新对产业结构升级具有短期抑制作用与长期促进作用;产业结构升级对环境规制的作用正负交替,在长期内正向促进作用趋于稳定,对科技创新具有短期抑制作用与长期促进作用,且产业结构升级对环境规制与科技创新的贡献率均偏低。据此,提出了发挥环境规制正向效应、激发科技创新动力、强化产业升级质量的对策。 Based on the panel data of the Yangtze River Economic Belt from 2005 to 2019,the PVAR model was constructed to analyze the interaction among environmental regulation,scientific and technological innovation and industrial structure upgrading by using Granger causality test,impulse response function and variance decomposition.The results show that environmental regulation plays a positive role in promoting scientific and technological innovation and contributes more to it.Scientific and technological innovation can inhibit the upgrading of industrial structure in the short term and promote it in the long term.The effect of industrial structure upgrading on environmental regulation is positive and negative alternately,and the positive promoting effect tends to be stable in the long run,and has short-term inhibiting effect and long-term promoting effect on scientific and technological innovation.Moreover,the contribution rate of industrial structure upgrading to environmental regulation and scientific and technological innovation is low.Accordingly,the countermeasures have been put forward to exert the positive effect of environmental regulation,stimulate the power of scientific and technological innovation,and strengthen the quality of industrial upgrading.
