摘要
低碳城市建设是我国应对气候变化的重要战略举措,而法制化道路则是新形势下低碳城市建设的必由之路。作为全国生态文明先行示范区,湖州积极开展低碳城市的规划与建设,并取得了一定的成就。但是,湖州仍然存在着低碳城市建设法律体系尚未构建、应对举措政策为主法律为辅、有效的法律实施机制缺乏等问题。因此,应该采取建立健全低碳城市建设相关法律法规、适时推动现有法律制度"立改废"、多途径构建法律实施保障机制和科学谋划低碳城市建设规划等措施,以更好地加快湖州低碳城市建设的步伐。
Low carbon city construction is an important strategic measure to deal with climate change in China.Legalization is the only way for low-carbon city construction under the new situation.As the first demonstration area of ecological civilization in China,Huzhou has actively carried out the planning and construction of low-carbon cities and made some achievements.However,there are still some problems in Huzhou’s low-carbon city construction,such as the legal system of low-carbon city construction has not been established,the main response measures and policies are supplemented by laws,and the lack of effective legal implementation mechanism.Therefore,measures should be taken to establish and improve laws and regulations related to low-carbon city construction,timely "reform and abolish" the existing legal system,coordinate and use policies and laws,scientifically plan low-carbon city construction planning,and build a law implementation guarantee mechanism in multiple ways,so as to better accelerate the pace of low-carbon city construction in Huzhou.
