摘要
医保基金监管具有重要的政策基础与法律依据,加强医保基金监管是国家和地方各级医保行政部门的共同法定职责。当前,医保基金监管存在执法依据不统一、监督意识不牢固、内部监管责任不到位、监督基础投入不合理、行政执法力量不匹配等诸多问题。面对新的医保改革形势,建议加强法治适用、强化监管意识、落实医药机构责任、保证执法投入、创新协议监管与社会监督,不断加强基金监管能力建设,进一步优化医保监管的法律效果和社会效果。
Medical insurance fund supervision has important policy foundation and legal basis,strengthen the supervision of medical insurance fund is the common statutory duty of national and local medical insurance administrative departments at all levels.At present,the medical insurance fund supervision has many problems such as disunity of law enforcement basis,insecure supervision consciousness,unfulfillment of internal supervision responsibility,irrationality of supervision base investment,mismatch of administrative law enforcement and so on.In the face of new situation of medical insurance reform,it is suggested to strengthen the application of the rule of law,strengthen the awareness of supervision,implement the responsibility of medical institutions,ensure the input of law enforcement,innovate agreement of supervision and social supervision,constantly strengthen the construction of fund supervision capacity,and further optimize the legal and social effect of medical insurance supervision.
