摘要
现阶段,我国公民科学素质水平已跨入新发展时期,为深入贯彻落实党的十九届五中全会提出的科教兴国战略、人才强国战略、创新驱动发展战略、科技强国战略等,推动“十四五”时期科普工作高质量发展,着重分析我国近三十年科普事业的发展历程,从科普税收、科普创作、科普基础设施、科普宣传、科普奖励、科普人才等6个方面进行科普政策效应分析,发现当前阶段存在的问题,提出新时代鼓励科普事业发展的对策,为进一步推动我国科学素质建设提供可参考性依据。
At the present stage,the level of scientific literacy of Chinese citizens has moved into a new development period.To deeply follow through the strategies such as the science and education strategy,talents strategy,innovation driven development strategy,and science and technology strategy proposed by the fifth plenary session of the 19th Central Committee of the Communist Party of China,and to promote the high-quality development of science popularization in the 14th Five-Year Plan period,this paper focuses on analyzing the development course of science popularization over the past three decades in China,and discusses the effect of science popularization policy from six aspects:science popularization tax,science popularization creation,science popularization infrastructure,science popularization propaganda,science popularization award,and science popularization talent.Besides,the ability to promote science popularization in China is also discussed from two perspectives:soft strength and hard strength.Based on the existing problems at the current stage,the paper proposes countermeasures to encourage the development of science popularization in the new era,which will provide a referential basis for further developing scientific literacy in China.The research shows that through the linkage mechanism,science popularization in China has been carried out extensively and deeply,and the level of scientific literacy for the whole has been improved.However,there are still a series of problems in the policy implementation process.Government should enhance the construction of a science popularization system by focusing on differential design of the science popularization tax policy,improving the incentive system,promoting the transformation and sharing of science popularization resources,and strengthening the cultivation of high-end talents in science popularization,thereby promoting the construction of a science popularization system with multi-subject participation.
