摘要
《关于加快培育先进制造企业集群的指导意见》提出,江苏重点发展工程机械、物联网、前沿新材料、生物医药和新型医疗器械、高端装备13个先进制造业重点产业集群,为江苏制造业的发展指明了方向。本文通过对江苏先进制造业自主创新支持体系的构成和基础条件进行分析,发现江苏先进制造业自主创新支持体系所面临的问题。在此基础上,从完善财税政策、加强科研与创新立法、发展风险投资、深化产学研合作、健全多方位的企业自主创新服务体系、完善人才支持体系八个方面提出完善江苏先进制造业自主创新支持的具体措施。
The Guidance on Accelerating the Cultivation of Advanced Manufacturing Enterprise Clusters puts forward that Jiangsu province should focus on the development of 13 advanced manufacturing industry clusters,such as machinery,Internet of things,frontier new materials,biomedicine and new medical instruments and cutting-edge equipment,which points out the direction for the development of Jiangsu manufacturing industry.Through the analysis of the constitution and basic conditions of Jiangsu’s advanced manufacturing independent innovation support system,the problems are found.On this basis,the specific measures to improve the support for independent innovation of Jiangsu advanced manufacturing industry are put forward from eight aspects,such as perfecting fiscal and tax policies,strengthening legislation of scientific research and innovation,developing venture investment,deepening cooperation between enterprises,universities and research institutes,improving the multi-directional enterprise independent innovation service system and perfecting talent support system.
