摘要
为了有效监控水资源管理水平,从多方面审视水资源管理成效,学者们以“水资源的可持续利用、水资源的有效保护、水资源的高效利用”为目标,对水资源管理绩效进行了评价,方法主要有模糊综合评价(FCE)模型、灰色关联分析(GC)模型、TOPSIS模型、支持向量机模型(SVM)、云模型、综合指数法、结构分解分析(SDA)法、径向基(RBF)神经网络、层次分析法(AHP)、BP神经网络法和模糊物元分析法;在此前提下,部分学者进行了评价模型的改进,构建了GC-TOPSIS模型、SVR模型、组合赋权云模型、改进模糊物元分析法等。文中在总结当前国内学者对水资源管理评价模型的基础上,对其优缺点进行了分析,以便在今后的水资源管理绩效评价中,针对不同省份的水资源管理制度,采用适合当地水资源管理制度的方法,对其进行评价。
In order to effectively monitor the level of water resources management and examine the effectiveness of water resources management from various aspects,scholars have evaluated the performance of water resources management with the goal of“sustainable utilization of water resources,effective protection of water resources and efficient utilization of water resources”.The main methods are fuzzy comprehensive evaluation model(FCE),grey relational analysis model(GC),TOPSIS model,support vector machine(SVM),cloud model,comprehensive index method,structural decomposition analysis(SDA),radial basis function neural network(RBF),analytic hierarchy process(AHP),BP neural network and fuzzy matter element analysis.On this premise,some scholars have improved the evaluation model,such as gc-topsis model,SVR model,combined weighted cloud model,improved fuzzy matter-element analysis method and so on.On the basis of summarizing the current domestic scholars'evaluation model of water resources management,their advantages and disadvantages are analyzed in this paper,so as to evaluate the water resources management system of different provinces in the future performance evaluation of water resources management.
