摘要
2005-2017年的省际面板数据证明了土地财政收入与新增城区面积呈现倒“U”型关系;土地财政收入与经济增长之间也呈现倒“U”型关系;新增城区面积与经济发展水平之间也呈现倒“U”型关系。计量结果说明土地财政与城市扩张、土地财政与经济增长以及城市扩张与经济增长之间的关系都是先共同增长,达到峰值后减少。使用DMSP/OLS夜间灯光数据描述城市建成区面积,为度量城市扩张提供了新的观测依据。检验结果证明:土地财政导致了城市过度扩张,随着土地财政规模越过拐点,城市进一步扩张,经济发展水平将呈现下降趋势。
The inter-provincial panel data from 2005 to 2017 proved an inverted“U”shaped relationship between land fiscal revenue and new urban area.The relationship between land fiscal revenue and economic growth also presents an inverted“U”shape.So does the relationship between the new urban area and the level of economic development.It shows that the relationships between land finance and urban expansion,land finance and economic growth,and urban expansion and economic growth all grow together at first and then decrease after reaching the peak.The contribution of this paper is to use DMSP/OLS nighttime light data to describe urban built-up area,which provides a new observation basis for measuring urban expansion.The test results show that land finance leads to the overexpansion of the city.With the further expansion of the city beyond the inflection point,the scale of land finance will show a downward trend along with the economy.
