摘要
信息化建设是依靠科技进步、突破传统管理思路、推进灌区现代化的重要举措,是提高管理和服务水平的重要手段,可为灌区科学决策、强化监管提供强大的技术支撑。以赣抚平原灌区为例,分析了当前灌区信息化建设存在的问题,明确了发展思路,提出了“四横三纵”的灌区信息化建设内容,即基础设施、数据资源、应用支撑系统、智能应用系统等四层结构,以及政策制度、标准规范和组织保障等三项措施。
The Information construction is an important measure to rely on scientific and technological progress,break through traditional management ideas and promote the modernization of irrigation areas.It is an important means to improve the management and service level,and can provide strong technical support for scientific decision-making and strengthening supervision in irrigation areas.Taking Ganfu Plain irrigation area as an example,this paper analyzes the problems existing in the current irrigation area information construction,defines the development ideas,and puts forward the content of"four horizontal and three vertical"irrigation area information construction,that is,four-tier structure such as infrastructure,data resources,application support system and intelligent application system,as well as three measures such as policy system,standard specification and organization guarantee.
