摘要
地方政府希望利用规模补贴政策推动农地流转和提高农业绩效,但该政策可能对不同类型承租方行为产生差异化影响。将流转市场的承租方分为补贴户和非补贴户,在理论剖析出规模补贴政策影响不同承租方行为机制的基础上,采用中国家庭金融调查(CHFS)在2013年和2015年调查的1188个农地承租方数据,运用倾向匹配得分法(PSM)实证检验规模补贴对补贴户与非补贴户的经营规模和土地生产率的影响。研究表明,规模补贴政策通过影响租金改变两类承租方的生产局限条件,进而补贴户会选择继续扩大经营规模,非补贴户会选择缩小经营规模;但是否获得规模补贴对土地生产率无显著影响。因此,提出政府应限定自身在流转市场的决策与行为,将在流转的交易环节直接补贴改为对后期生产环节补贴等政策建议。
Local governments hope to use scale subsidy policy to promote farmland transfer and improve agricultural performance,but this policy may have different impacts on behaviors of different types of lessees.In this paper,the lessees in the transfer market were divided into subsidized households and non-subsidized households.Based on the theoretical analysis of the influencing mechanism of scale subsidy policy on the behavior of different lessees,the data of 1188 agricultural land lessees surveyed by China Household Finance Survey(CHFS)in 2013 and 2015 were used,and the Propensity Score Matching(PSM)method was employed to empirically test the impact of scale subsidy on the operating scale and land productivity of subsidized and non subsidized households.The results showed that the scale subsidy policy changed the production constraints of the two types of tenants by affecting the rent,then the subsidized households would choose to continue to expand the scale of operation,and non-subsidized households would choose to reduce the scale of operation.However,whether to obtain scale subsidies had no significant impact on land productivity.Therefore,it was proposed that the governments should limit its decision-making and behavior in the farmland transfer market,and change the direct subsidies in the transaction link of transfer to the subsidies in the later production link.
