摘要
公共卫生事业关系着社会公共健康的发展,对公民的日常健康和发展有着深远影响。基层疾病预防控制中心,作为离公民最近、知晓度最高的公共卫生机构,在满足居民公共卫生需求方面,起着十分重要的作用。构建基层疾控新系统,根据综合管理、资源整合、预防归口的原则对疾控系统架构进行重新调整,加强区级疾控中心的质量管理、实验室管理、传染病及慢性病预防、健康教育等板块,可以在很大程度上确保基层疾控中心功能更加全面、框架更加合理。本文探讨了罗湖区公共卫生体系新框架构建中取得的成果和面临的问题,可为基层疾病预防控制中心的改革提供新的工作新路径,并可促进基层疾病预防控制工作的纵深发展。
Public health is related to the development of social public health,and has a profound impact on the daily health and development of citizens.The grassroots disease prevention and control center,as the public health institution closest to citizens and the most aware,plays a very important role in meeting the public health needs of residents.Constructing a new grassroots disease control system,re-adjust the structure of the disease control system based on the principles of comprehensive management,resource integration,and centralized prevention,and strengthen the quality management,laboratory management,infectious and chronic disease prevention,health education,etc.of the district-level CDC ofthe sector,to a large extent,can ensure that the grassroots CDC has more comprehensive functions and a more reasonable framework.This article discusses the achievements and problems faced in the construction of the new framework of Luohu District's public health system,which can provide new work and new paths for the reform of grassroots disease prevention and control centers,and promote the in-depth development of grassroots disease prevention and control work.
