摘要
抽水蓄能是当前技术最成熟、经济性最优、最具大规模开发条件的电力系统绿色低碳清洁灵活调节电源,是构建以新能源为主体的新型电力系统的迫切需要,是保障电力系统安全稳定运行的重要支撑,是可再生能源大规模发展的重要保障。开展抽水蓄能在新型电力系统中功能作用的研究分析,对于更好地促进行业政策完善,提升规划建设水平,推动抽水蓄能高质量发展具有重要意义。本文结合新型电力系统的特征和面临的挑战,分析了抽水蓄能在新型电力系统中的基础性调节作用、综合性保障作用和公共性服务作用,认为抽水蓄能本质上是新型电力系统的基本组成部分,并就抽水蓄能高质量发展提出了相关建议。
Pumped storage is nowadays,the most effectively green,low carbon,clean and flexible electrical source which owns the most mature technology,optimal economy and maximum scale development in the power system,and is highly needed in the construction of the new power system with the subjects of new energy,and is one important support to guarantee the safe and stable working of the power system,and is providing essential protection to the large-scale development of renewable energy.Research and analysis on the function and effect of pumped storage in the new power system is of important significance in the trade policy development,and in the improvement of plan and construction to push pumped storage on high-quality development.With combing the features and challenge in facing of the new power system,and analyzing the effects of basic regulating,comprehensive protection,and public service of pumped storage in the new power system,this paper considers that pumped storage is essentially the basic component of the new power system,and is an important support to constructing the new power system and achieving the double carbon goal,and afterwards,it presents some suggestions in the high-quality development of pumped storage.
