摘要
新型基础设施建设(简称“新基建”)已经进入数字时代国家政策的顶层设计话语.如何理解“新基建”,尤其是数字化的基础设施,成为理解数字中国建设的逻辑前提,也与国际范围内媒介与传播研究的“基础设施转向”(infrastructural turn)实现互动.本文采用量化统计和质性分析并举的方法,对2005-2020年的国务院(部门)文件、历年政府工作报告等国家级政策文本进行扫描,理清其中的“基础设施”政策话语如何内嵌于中国国家发展与治理现代化的历史脉络.基于历史文本分析,本文将“基础设施”政策话语的时代变迁划分为三个阶段:2005-2014年,主题为发展主义,特别是与第一和第二产业结构改革目标有着更为紧密的联系;2015-2017年,过渡期,开始孵化“新基建”的概念;2018年至今,基础设施建设与新时代背景下新经济增长和治理改革模式相接轨,“新基建”亦成为国家级政策文本关键词.在具体理解这三个阶段“基础设施”政策话语如何与社会历史变革产生内在关联基础上,本文进一步讨论了“新基建”在新时代的技术政治性和治理新内涵.
New infrastructure construction has been included in the top-level design discourse of China?s national policies in the digital age.Understanding the new infrastructure,especially the digital infrastructure,has become a logical prerequisite for understanding the building of digital China,while it also resonates with the infrastructural turn of media and communication research on an international stage.This article utilizes both quantitative and qualitative methods to scan documents of the State Council and its departments from 2005 to 2020,government working reports and other national policy texts,and to clarify how the infrastructure policy discourse is embedded in the historical context of China's national development and governance modernization.Based on a textual analysis,this article divides the historical changes of the infrastructure policy discourse into three stages:2005-2014,the theme is developmentalism,especially connecting with the structural reform goals of the first and second industries;2015-2017,a transitional period,in which the concept of"new infrastructure"was incubated;since 2018,infrastructure has been formally integrated with the new economic growth and governance reform model under the background of the New Era,meanwhile new infrastructure has also become a keyword for national policy documents.On a basis of a concrete understanding of how the infrastructure policy discourses of these three stages are inherently related to social and historical changes,this article further discusses the technological politics and new governance connotations of new infrastructure in the New Era.
