摘要
计划用水是合理开发利用水资源和提高水资源使用效益,促进节水型社会建设的有效途径,目前用水计划核定下达工作体系不完善,不符合当下节水优先、限额管理的要求。为分析取用水户用水影响因素,确定用水计划申请、下达与实际用水等多个方面的合理性,建立了用水计划合理性分析的多维指标体系,以贵州发耳电厂为对象进行了指标体系应用,通过用水总量、用水效率和用水效益3个维度的分析,认为电厂通过构建的以用水总量和用水效率2个维度为约束条件,用水效益维度为目标值的用水计划合理性分析,电厂2020年度用水计划合理。
Water use plan is an effective way to rationally develop and utilize water resources,improve the efficiency of water use,and promote the construction of a water-saving society.The current water use plan of approving and issuing work system is not perfect,and it does not meet the current requirements of water saving priority and quota management.In order to analyze the influencing factors of water users and determine the rationality of the application,release and actual water use of the water use plan,this study established a multi-dimensional index system for rationality analysis of water use plan,the indicator system application was carried out with Guizhou Faer Power Plant as the object.Through the analysis of the three dimensions of total water consumption,water efficiency and water efficiency,it was believed that the power plant passes the rationality analysis of the water plan constructed this time,which took the two dimensions of total water consumption and water efficiency as constraints,and the water efficiency dimension as the target value,the power plant s 2020 water plan is reasonable.
