摘要
建立农业资源台账制度,能及时掌握农业资源变化情况,清晰评价农业资源利用效率,促进农业可持续平衡发展,这不仅是政府部门的政策要求,而且也顺应了资源管理的发展趋势,以农业资源台账形式建立的农业资源信息数据库也将为农业管理部门、科研单位及企业提供重要参考。为厘清目前中国农业资源台账制度研究与发展情况,从农业资源区划和自然资源核算视角梳理了中国农业资源台账的历史演进情况,跟踪了中国农业资源台账相关规定最新进展,总结了中国农业资源统计和农业资源台账的实践情况。最后,提出了推进中国农业资源台账建设的对策建议。
The establishment of agricultural resources accounting system can timely grasp the changes of agricultural resources,clearly evaluate utilization efficiency of agricultural resources and promote the sustainable and balanced development of agriculture,which is not only the policy requirements of government departments,but also conforms to the development trend of resource management.The agricultural resources information database established in the form of agricultural resources accounting will also provide important reference for agricultural management departments,scientific research institutions and enterprises.In order to clarify the current research and development of China’s agricultural resources account system,the historical evolution of China’s agricultural resources accounting was sorted out respectively from the perspectives of agricultural resources regionalization and natural resources accounting,the latest progress of China’s agricultural resources accounting policy was followed up,and the practice of China’s agricultural resources statistics and agricultural resources accounting were summarized.Finally,countermeasures and suggestions on improving the construction of agricultural resources accounting in China were put forward.
