摘要
科技人员是创新创业(简称“双创”)的重要力量,推出激励政策从而激发他们的参与积极性是“双创”成功的关键。为了解政策工具的效果,建立了科技政策对“双创”的影响模型,基于四川科技人员的调查数据进行实证研究,发现科技人员所在单位创新制度环境营造、党政干部直接联系制度、人才引进自主权、薪酬分配自主权、经费使用自主权等都正向影响“双创”成效,并首次从实证的角度论证了现有单位科技成果转化规程对“双创”有显著的负面作用。这些发现既完善了创新理论,更为科研管理部门进行更加深入的科技体制改革提供了决策依据。
Researchers are an important force in innovation and entrepreneurship(referred to as“dual innovation”),and the introduction of incentive policies to motivate their participation is the key to the success of“dual innovation”.In order to understand the effect of policy tools,this paper established an influencing model of science and technology policies on“dual innovation”and conducted an empirical study based on the survey data of researchers in Sichuan Province.The results reveal that construction of innovation system environment,direct contact system of cadres of government,the autonomy of talent introduction,the autonomy of salary distribution and decision-making power in use of expenditure of the units to which researchers belong have a positive influence on the performance of“dual innovation”;and it is also proved for the first time from the empirical perspective that the existing regulations on the transformation of scientific and technological achievements in units have a significant negative effect on“dual innovation”.These findings not only improve the innovation theory,but also provide a basis for the research administrations to carry out more in-depth reform of the science and technology system.
