摘要
城市共享电动自行车对于缓解城市交通压力、打通公共交通"最后一公里"、方便市民出行都有积极意义。但是,随着共享电动自行车乱行、乱停、乱放等问题增多,给城市道路管理、交通安全和公共秩序等带来了巨大压力。加强宣传教育以提高市民素质、完善法律法规以明确执法依据、严格执行标准以提高服务水平、应用信息技术以实施全程监控、加强部门协同以形成管控合力,乃是规范共享电动自行车行业发展和造福市民的有效途径。
The emergence of urban shared electric bicycles has a positive effect on alleviating urban traffic pressure and bridging the"last-mile-gap"of public transportation to facilitate citizens'travel.At present,disorderly driving and parking are the main problems of urban shared electric bicycles,which has brought about huge pressure on urban management and traffic safety.Following ways are suggested:strengthening publicity and education to improve the quality of citizens,improving laws and regulations to clarify the basis for law enforcement,strictly implementing standards to improve service level,applying information technology to implement whole process monitoring,and strengthening departmental coordination to form a joint force of management and control are effective ways to standardize the development of shared electric bicycle industry and benefit citizens.
