摘要
今年七月,全国碳排放权交易市场正式启动上线交易,成为全球规模最大的碳市场。建设全国碳市场是利用市场机制控制和减少温室气体排放、推进绿色低碳发展的一项重大制度创新,也是实现碳达峰、碳中和愿景的重要政策工具。“十四五”时期,建议完善全国碳市场运行全流程的体制机制,加速建立碳排放管理体系等促进全国碳市场的稳定发展。
In July 2021,the largest carbon market in the world-China national carbon emission trading market officially launched.The construction of a national carbon market is a major institutional innovation to control and reduce greenhouse gas emissions and promote green and low-carbon development by using market mechanisms,it is also an important policy tool to achieve the goal of carbon peak and carbon neutrality.During the 14th Five-Year Plan period,it is suggested to improve the mechanism of the overall operation process of the national carbon market,accelerate the establishment of carbon emission management system to consolidate the basis of the operation of the carbon market and promote the stable development of the national carbon market.
