摘要
政府的生态伦理建构责任是政府行政责任在生态伦理领域的扩展和延伸,其生成依据主要包括:应对全球生态危机的现实依据、纠补生态管理失职的道德依据和掌握权威支配能力的能力依据。生态伦理要义的凝练责任、生态伦理关系的厘定责任、生态伦理制度的创制责任、生态伦理实践的引领责任和生态伦理失范的矫治责任,共同构成政府生态伦理建构责任的逻辑内涵。通过加强生态政府建设升级生态伦理建构的政治系统、完善生态管理制度优化生态伦理建构的制度环境、培育社会生态力量激发生态伦理建构的社会活力,以实现生态伦理的系统建构和落地生根。
The government’s responsibility for constructing ecological ethics is the expansion and extension of the government’s administrative responsibility in the field of ecological ethics.The formation basis mainly includes:the realistic basis for coping with the global ecological crisis,the moral basis for correcting the dereliction of ecological management,and the basis for the ability to master the authority control ability.The logical connotation of the government’s responsibility for the construction of ecological ethics is composed of the following aspects:the responsibility for condensing the essentials of ecological ethics,the responsibility for defining the ecological ethical relations,the responsibility for establishing the ecological ethical systems,the responsibility for leading the practice of ecological ethics,and the responsibility for correcting the anomie of ecological ethics.It is believed that the systematic construction of ecological ethics can be realized through strengthening the construction of ecological government and upgrading the political system of ecological ethics construction,perfecting the ecological management system and optimizing the institutional environment of ecological ethics construction,and cultivating the social ecological force and stimulating the social vitality of ecological ethics construction.
