摘要
随着新一轮科技革命和产业变革,大数据成为国家基础性战略资源,数据安全治理也已成为全球治理的重要课题。实施公安大数据战略,是实现新时代公安机关跨越式发展的战略选择。在阐述公安大数据安全治理面对挑战的基础上,剖析推动公安大数据安全治理的体系架构,提出落实安全治理总体规划、抢占安全治理技术制高点、完善数据终端安全治理、建设公安大数据安全管理队伍、加大经费投入、依法开展工作等建设途径,旨在为公安大数据安全治理提供有益参考。
With a new round of scientific and technological revolution and industrial transformation, big data has become the basic strategic resource of the country, and data security governance has become an important subject of global governance. The implementation of public security big data strategy is a right choice to realize the leapfrog development of public security organs in the new era. Based on the demand and development trend of public security big data security construction from the perspective of national overall security view, this paper puts forward the concept of public security big data security governance. On the basis of expounding the challenges faced by public security big data security governance, this paper analyzes the system structure and puts forward such construction paths as implementing the overall plan of security governance, occupying the commanding heights of security governance technology, improving the security governance of data terminals, building a team of public security big data, increasing investment and working in accordance with the law so as to provide experience and useful reference for public security big data security governance.
