科创走廊概念与边界辨析——以筑波-东京-横滨创新带和杭州城西科创大走廊为例 被引量:5

摘要 目前科创走廊建设正成为我国各地区探索创新实践与区域治理的战略重点。针对科创走廊的内涵与边界尚待明确的问题,在横向比对区域创新发展形式的前提下分析科创走廊的本质内涵,认为科创走廊是将创新过程贯彻完整的特殊区域创新发展模式,走廊区域内部系统功能互补、协同创新发展;进一步研究分析日本筑波-东京-横滨创新带与我国杭州城西科创大走廊实例,基于知识视角认为,科创走廊内部参与创新活动的组织所在地理空间为科创走廊实体边界,创新活动为虚拟边界,科技创新为发展导向。最后提出区域建设科创走廊要合理利用有限的土地资源,预先考虑布局基本设施,将有限的财力、物力投入到基础科技研发以及吸引高科技人才方面,发展聚焦科创过程前端、重视基础阶段。 At present,the construction of science and technology innovation corridor is becoming the strategic focus of exploring innovation practice and regional governance in various regions of China.In view of the problems that the connotation and boundary of science and technology innovation corridor remain to be clarified,this paper analyzes the essential connotation of science and technology innovation corridor on the premise of horizontal comparison of regional innovation and development forms,and believes that science and technology innovation corridor is a special regional innovation and development model that implements the innovation process completely,the internal system functions of the corridor area are complementary and collaborative innovation and development.The paper further studies and analyzes the cases of Japan Tsukuba-Tokyo-Yokohama innovation belt and China Hangzhou Chengpxi Science and Technology Innovation Corridor,basing on the perspective of knowledge,the geographical space of the innovation activities participating in the corridor is the entity boundary of the science and technology innovation corridor,and the scientific and technological innovation is the development orientation.Finally,the paper proposes that the regional construction of science and technology innovation corridor should make rational use of limited land resources,consider the layout of infrastructure in advance,invest limited financial and material resources in basic science and technologv R&D and attracting high-tech talents,and focus on the front end of the science and technology innovation process and pay attention to the basic stage.
