摘要
面对世界百年未有之大变局,全球范围内各种自然的、社会的、政治的、军事的风险交织叠加且不断扩散蔓延,中国在强势崛起过程中一些深层次矛盾也因各种利益、观念、势力碰撞、摩擦、竞争、角力致使重大风险不断积累与集中凸显,西藏在反分裂斗争、社会大局、经济发展、生态保护、边境建设方面呈现出“五期叠加”的阶段性特征,而随之伴生的风险挑战呈范围加大、频率加快、程度加剧趋势。文章从战略思变、精准识变、科学应变、主动求变四个维度,对清醒认识社会风险、精准识别风险挑战、有效防范化解风险、强力推进风险治理四个层面进行研究,以期为“五期叠加”阶段性特征下西藏社会风险治理提供一些思路和借鉴。
In the face of the world's unprecedented changes in a century,various natural,social,political and military risks are intertwined,superimposed and spread all over the world.In the process of China's strong rise,some deep-seated contradictions are also accumulating and highlighting major risks due to different interests and concepts,as well as the collisions,frictions,competitions of the powers.Tibet presents the phased characteristics of"superposition of five phases"in its anti-secession struggle,overall social situation,economic development,ecological protection and border construction.Furthermore,the accompanying risks and challenges show a trend of increasing scope,frequency and severity.From the four dimensions of strategic thinking,accurate understanding of changes,scientific response and active evolve to changes,this article studies the four aspects,namely,the sober understanding of social risks,the accurate identification of risks challenges,the effective prevention and resolution of risks and the promotion of social governance,in order to provide some ideas and reference for Tibet's social risk governance under the phased characteristics of"five phases superimposed".
