摘要
移民劳工的社会保障困境既是制度之困,亦是各国政府之忧。由于永久性移民的社会保障权益受损严重和跨国企业的国际竞争力遭到弱化,加拿大政府于20世纪70年代初开始启动社会保障双边合作进程。通过在社会保障双边谈判中瞄准重点国家、在社会保障双边协定中引入多样化的协调方式以及扩大社会保障双边协定的人群覆盖范围等措施,加拿大政府构筑的社会保障双边合作网络日臻完善,不仅有效维护了大多数永久性移民的社会保障权益,而且有力提升了跨国企业的国际竞争力。加拿大的成功经验可为中国社会保障双边合作提供以下重要启示:一是瞄准本国移民劳工的主要就业国,二是引入多样化的协调方式,三是扩大人群覆盖范围。
The social security dilemma of migrant workers is not only a problem of the system, but also the worries of many countries’ govemments. Due to the serious damage of permanent immigrants’ social security rights and interests and the weakening of multinational enterprises’ international competitiveness, the government of Canada started the bilateral cooperation on social security in the early 1970 s. Through targeting key countries in bilateral social security negotiations, introducing diversified coordination methods into the bilateral social security agreements, and expanding the coverage of population in the bilateral social security agreements, the bilateral social security cooperation network built by the Canadian government is improving day by day, which not only effectively protects the social security rights and interests of most permanent immigrants, but also effectively promoting the international competitiveness of the multinational enterprises. The successful experience of Canada can provide the following important enlightenment for China’s bilateral cooperation on social security: first, targeting at the main employment countries of migrant workers;second, introducing diversified coordination methods;third, expanding the coverage of population.
