摘要
能源领域数字化转型是推进构建清洁能源系统的重要抓手,但区域数字化水平的提高是否会进一步扩大区域能源利用技术和管理水平的差距?鉴于此,文章运用2010-2019年30个省(市、区)的面板数据,采用SBM方向距离函数结合Meta-Fronitier-ML模型估计我国能源效率和技术缺口及其变化趋势,构建空间杜宾模型分析区域数字化水平对能源效率及改善潜力的影响效应。结果表明:我国区域能源效率差异显著,区域技术追赶效应明显,但仍存在较大的追赶成本;数字化接入水平有利于能源效率的提升,数字化装备和平台建设可以有效改善区域间技术缺口和管理水平差异,但数字化应用水平对能源效率的改善不显著。在推进能源领域数字化建设初期阶段,需注意新旧设备替换过程中造成的资源浪费。
Digital transformation in the energy sector is an important starting point to promote the construction of clean energy system, but will the improvement of regional digitalization further expand the gap in regional energy utilization technology and management level? In view of this quertion, this paper uses the panel data of 30 provinces(cities, districts) from 2010 to 2018, uses the SBM direction distance function combined with the Meta-Fronitier-ML model to estimate my country’s energy efficiency and technology gap and its changing trend, and builds a spatial Durbin model toanalyze the effect of regional digitalization level on energy efficiency and improvement potential. The results show that: our country’s regional energy efficiency differences are significant, the regional technology catch-up effect is obvious, but there is still a large catch-up cost. The level of digital access is conducive to the improvement of energy efficiency. The construction of digital equipment and platforms can effectively improve the technological gap and management level differences between regions, but the level of digital application does not significantly improve energy efficiency. In the initial stage of advancing digital construction in the energy sector, attention should be paid to the waste of resources caused by the replacement of new and old equipment.
