摘要
目的:分析江苏省二级及以上公立中医类医院经济运行现状,提出相应政策建议。方法:对2017—2019年江苏省二级及以上公立中医类医院经济运行现状进行定量分析。结果:江苏省二级及以上公立中医类医院整体业务量增长较快,但结构不尽合理;三级公立中医类医院收支倒挂,医疗盈余水平持续走低;中医药服务利用率有待加强,不同级别医院差异较大。结论:合理引导分级诊疗就医格局,促进医疗资源有效利用;实时监测医院政策性亏损,分类制定补偿标准;结合医保收付费制度改革,真正建立中医药价格管理及动态调整机制。
Objective:To analyze the economic operation status of secondary and above Public Traditional Chinese Medicine(TCM)Hospitals in Jiangsu Province and put forward corresponding policy suggestions.Methods:Quantitative analysis was made on the current economic operation situation of public traditional Chinese medicine hospitals of grade II and above in Jiangsu Province from 2017 to 2019.Results:The overall business volume of secondary and above public TCM hospitals in Jiangsu Province increased rapidly,but the structure was unreasonable.The revenue and expenditure of three-level public TCM hospitals are upside down,and the level of medical surplus continues to decline.The utilization rate of TCM services needs to be strengthened,and there are great differences among hospitals at different levels.Conclusion:It needs to reasonably guide the pattern of graded diagnosis and treatment and promote the effective utilization of medical resources;conduct real time monitoring of hospital policy losses,classify and formulate compensation standards.In combination with the reform of medical insurance collection and payment system,it will truly establish a price management and dynamic adjustment mechanism of TCM.
