摘要
生态环境的多样性及其经济价值的复杂性决定了在对生态环境经济价值进行评估时需要采用多种不同的评估方法。根据是否存在现存市场或替代市场可将常用的生态环境价值评估方法分为三大类:直接市场法、揭示偏好法及陈述偏好法。鉴于经济增长及可持续发展与生态环境之间不可分割的关系,在政策制定及投资决策中需纳入对生态环境影响的评估,将其作为重要的考量因素之一。政策制定者或者决策者需要考虑不同政策或不同投资决策下生态环境价值的变动以及结构的变化,同时结合经济指标(如经济增长、投资回报等),对不同政策及投资进行比较。
The diversity of the ecological environment and the complexity of its economic value determine that a variety of different evaluation methods are necessary to evaluate the economic value of the ecological environment.The commonly used evaluation methods of ecological environment value can be divided into three categories based on whether there is an existing market or alternative market.They are market price proxies,reveal preference methods and stated preference methods.In view of the inseparable relationship between economic growth and sustainable development and the ecological environment,it is necessary to incorporate the assessment of the impact on the ecological environment as one of the important considerations in policy formulation and investment decision-making.When comparing different policies and investments,policy makers or decision makers need to consider changes in the value and structure of ecological environment under different policies or different investment decisions,and at the same time combine economic indicators(such as economic growth,return on investment,etc.).
