摘要
生态文明建设是关系中华民族永续发展的根本大计,是关系人民群众最基础、最广泛、最实际的民生福祉。文章以社会主义生态文明观的基本内涵和政府的生态环境行政管理职能为研究的理论依据,运用因子分析法的降维原理,在众多影响地方政府生态文明建设重视程度的因素中,总结归纳黑龙江省地方政府生态文明建设重视程度的主要影响因素分别是监督管理、服务与执行、制度建设、生产生活。问卷调研通过人民群众对地方政府生态文明建设重视程度的评价,反映政府对生态文明建设重视程度的实效性提出改进和完善生态文明建设的措施及方法,不断提高人民群众对地方政府生态文明建设的满意度,不断增强人民群众对地方政府生态文明建设成果的获得感。
The construction of ecological civilization is the fundamental plan for the sustainable development of the Chinese nation and the most basic,extensive and practical livelihood well-being of the people.Based on the basic connotation of the socialist concept of ecological civilization and the government’s administrative function of ecological environment,this paper uses the dimensionality reduction principle of factor analysis method to summarize the main influencing factors of the local government’s emphasis on the construction of ecological civilization in Heilongjiang Province,which are supervision and management,supervision and management Service and implementation,system construction,production and life.The questionnaire survey reflects the effectiveness of the government’s emphasis on the construction of ecological civilization through the people’s evaluation of the local government’s emphasis on the construction of ecological civilization,and it puts forward measures and methods to improve and perfect the construction of ecological civilization,so as to continuously improve the people’s satisfaction with the local government’s construction of ecological civilization,We should continue to enhance the people’s sense of the local government’s achievements in the construction of ecological civilization.
