摘要
基于京津冀13个城市2009—2018年的面板数据,运用超效率SBM模型和探索性空间数据分析,以时空双维度对各城市生态效率进行测算及空间相关性刻画,并构建马尔可夫状态转移概率矩阵探讨其长期动态转移趋势。结果表明:(1)在时序演进上,京津冀城市群生态效率总体呈现下降走势,低生态效率城市的效率波动剧烈。(2)在空间分布上,生态效率具有显著的负向相关性,局部自相关凸显“东南高西北低”布局态势,高高集聚区分布于京津一带和冀东南地区,低低集聚区位于河北北部。(3)从四个连续区间来审视京津冀生态效率四大等级,发现其整体趋势倾向于低等级方向,呈现俱乐部收敛现象。基于实证研究结果,提出全方位提升该区域生态效率的政策建议。
Based on panel data of 13 cities in Beijing-Tianjin-Hebei region from 2009 to 2018,the super efficiency SBM model and exploratory spatial data analysis are used to measure and describe ecological efficiency of each city in spacetime and spatial correlation.The Markov state transfer probability matrix is constructed to discuss the long-term dynamic transfer trend.The results showed that:(1)in the evolution of time series,ecological efficiency of Beijing Tianjin Hebei Urban agglomeration had declined,and the efficiency fluctuation of low ecological efficiency cities were intense.(2)In terms of spatial distribution,ecological efficiency had a significant negative correlation,and local autocorrelation highlighted the layout trend of“high in southeast,high in Northwest and low in Northwest”.High-high concentration areas were distributed in Beijing-Tianjin area and Southeast Hebei area,and low-low concentration areas were located in the north of Hebei Province.(3)From four successive intervals,the author examined the four levels of ecological efficiency of Beijing-Tianjin-Hebei region,and found that the overall trend tends to be low-level,and it showed the convergence of clubs.Based on the empirical research results,the paper puts forward policy suggestions to improve ecological efficiency of the region in all aspects.
