摘要
随着老年人和儿童照料需求的增长,我国开始重视发展照料福利,但发展中呈现出公共照料服务城乡不平衡、照料福利水平地区不平衡、照料资源阶层不平衡等特征。发展平衡而且可持续的照料福利,应当辨明照料福利不平衡的形成机理,在此基础上完善照料的社会政策;应当构建共享共赢、城乡一体的资源分配机制;应当厘清央地责任,凸显中央政府福利使命;应当重视照料劳动者利益,促进照料资源公平分配。
With the growth of the care needs for the elderly and children,our country has begun to attach importance to the construction of public care and welfare for the elderly and infants.However,some unbalanced characteristics emerged in the development process,such as urban-rural imbalance in public care services,the regional imbalance in the level of care welfare,and that in the class of care resources.In order to develop a balanced and sustainable social welfare of care,it is necessary to identify the formation mechanism of unbalanced development.In addition,we should build a shared win-win resource allocation mechanism that integrates urban and rural areas;clarify the responsibilities of the central government and local government,highlighting the central government's responsibilities;pay attention to caring for the interests of workers and promote fair distribution of care resources.
