摘要
在实现第二个百年奋斗目标的新征程上,需要进一步提升乡村振兴战略规划的统筹性和针对性,实现农业生产方式和农村生活方式向农业现代化、高质量发展方向全面转变,为全面建成社会主义现代化强国助力。遵循乡村经济社会发展规律和现阶段乡村振兴发展要求,需要重点关注乡村产业、人才、文化、生态、组织振兴。面对土地规模化经营推进速度缓慢、人才要素短缺、发展农业科技的资本要素不足、基层组织功能弱化等问题,应进一步深化农村土地制度改革,创新人才聚集机制和金融投入机制,促进生产和生活方式优化,强化乡村治理体系和治理能力现代化。
At the beginning of 2nd Centenary Goal,strategy of rural area development needs to be reinforced in overall planning and focusing,in order to realize moderate and qualified development of agricultural producing and rural life transmission,eventually supporting construction of Socialism modernization powerful nation.To follow principle of rural economic development and basic requirement of current rural area development,industry development,human power,civilization,ecology,and organization thrive in rural area must be focused.Facing issues of scaled-land management slowing down,shortage in human power and capital of agricultural technology,as well as weakening of basic organization function,reform of rural land system must be further deepening.Meanwhile,creative mechanism of human power integration and finance devotion,rural civilization thrive in all respects,ecology development and reinforcement in moderate rural area management need all be focused.
