摘要
目的:梳理我国地方性医学科研院所改革发展路径现状,分析并提出新形势下可持续发展的思路与建议。方法:以文献检索、现场调研和规范分析的方法,对地方医学科研院所现状与改革发展路径进行系统性研究。结果:16家省级科研院所发展状况各具特点,其共性问题包括科研资源环境不容乐观、管理体制不够顺畅、机构发展定位不清晰、机构治理不完善;改革发展路径各不相同,主要包括与高校融合发展、与医院融合发展、转为企业、与疾控机构融合发展、独立创新发展等。结论:地方医学科研院所应在国家科研院所分类改革的总体框架下,因地制宜选择适宜改革路径;结合医学行业特点,医教研融合发展是地方医学科研院所改革发展的一个重要选择。
Objective:To analyze the path of reform and development of local medical research institutes in China,so as to put forward some suggestions on the reform of the institutes the new era.Methods:By means of literature search,on-site investigation and normative analysis,the current reform and development models of provincial medical research institutions were classified and compared.Results:The development status of 16 provincial scientific research institutes had their own characteristics,and the common problems as follows:the scientific research resource environment was not optimistic,the management system was not smooth enough,the institutional development orientation was not clear,and the institutional governance is not perfect.The reform and development paths were different,mainly including integrated development with colleges and universities,integrated development with hospitals,transformation into enterprises,integrated development with disease control institutions,independent innovation and development.Conclusion:Local medical research institutes should choose the appropriate reform path according to local conditions under the overall framework of the classification reform of national scientific research institutes.Combined with the characteristics of the medical industry,the integrated development of medical teaching and research is an important choice for the reform and development of local medical research institutes.
