摘要
随着我国社会发展、经济提速,城市规模逐年扩大,城镇化水平快速提高。与此同时,城市发展普遍面临安全风险叠加化、风险管理碎片化、政府监管传统化等难题和挑战,很多非传统高危行业发生重特大事故的可能性也在不断增加,防范化解重大风险存在点多面广、灾全灾重的显著特点。本文深度结合已成功实践的项目实际,重点探讨面对新时代安全生产和应急管理新要求新形势,区(县)作为城市综合安全治理体系中承上启下的重要枢纽,如何通过“专业化+信息化”手段赋能清单制管理落实落地。
With China’s social development and economic acceleration,the scale of cities has expanded yearly,and the level of urbanization has increased rapidly.At the same time,urban development is generally faced with problems and challenges such as the overlapping safety risks,fragmented risk management,and traditional government supervision.The possibility of serious and major accidents in many non-traditional high-risk industries is also increasing.Prevention and treatment of major risks have distinct characteristics of wide range and devastating disasters.This article deeply integrates the actual projects that have been successfully practiced,and focuses on how to empower the implementation of the list management through“specialization+informationization”means by the district(county),as an important hub of the urban comprehensive safety governance system,to meet the new requirements and new situations of safety production and emergency management in the new era.
