摘要
实现全国统筹是促进养老保险制度更加公平、更可持续、更有韧性发展的关键所在。在基本制度承重、社会支持、技术保障和国际经验借鉴方面,中国已经充分具备推动养老保险全国统筹的基础条件。但在提高统筹层次和央地责任再配置过程中,将带来地方责任主体约束效应弱化、参保约束松弛、地方待遇攀比等一系列风险,有可能严重影响制度稳健运行。建议在科学界定全国统筹内涵的前提下,采用"两步走方式"推进全国统筹。用5年左右的时间,以统一制度结构和基本规定为前提,以财务风险共担为目标,以基金统一管理为准绳,以全国范围内部分基金共济为基础,形成全国统筹制度框架。再用10年左右时间,深化制度整合,清晰主体权责,推动基金统收统支,全面完成全国统筹改革。
Achieving national coordination isthe key to promote a fairer,more sustainable andmore resilient development of the pension insurancesystem.In terms of basic system commitment,social support,technical support and international experience,China is fully equipped with the basicconditions to promote national coordination of pen-sion insurance.However,in the process of raisingthe level of coordination and reconfiguration of cen-tral and local responsibilities,it will bring a seriesof risks such as weakening of the binding effect oflocal responsible bodies,slackening of participationconstraints and local treatment climbing,which mayseriously affect the sound operation of the system.Itis suggested to adopt a‘two steps approach’topromote national coordination on the premise of sci-entific definition of the meaning of national coordi-nation.In about five years,the premise of the uni-fied system structure and basic provisions,the ob-jective of financial risk sharing,unified fund man-agement as a criterion,and the formation of a na-tional coordination system framework based onpartial fund co-funding nationwide.In another 10 years or so,deepen the integration of the system,clarify the rights and responsibilities of the mainbody,and promote the unified collection andexpenditure of funds to fully complete the nationalcoordination reform.
