摘要
社会的分化,要求推动社区治理模式走向社会化。基层党组织作为国家与社会衔接的中间桥梁,成为推动社区治理社会化的核心主体。然而受党建“管控”社会模式的影响,社区治理陷入了行政化困境。J社区通过重塑党组织与社会的互动逻辑,成功完成党建引领“村改居”的过程。以J社区治理实践为考察对象,从理论层面剖析总结,发现党建整合社会模式,能够助推社区治理结构的完善,倒逼社区治理要素的生成,推动社区治理社会化的实现。这就要求重新定位基层党组织在社区中的地位,即基层党组织是统领者而非直接行动者,是资源整合者而非资源输送者,是社会主体参与支撑者而非社会主体参与命令者,是社区居民组织者而非单一服务者。
The stratification and differentiation of the society entails the socialization of community governance model.As an intermediate bridge between the state and society,grass-roots Party organizations have become the core subject of promoting the socialization of community governance.However,affected by the social model of Party building as a way of social management,community governance is facing an administrative dilemma.By reshaping the logic of interaction between Party organizations and society,J community successfully completed the process of“agricultural to non-agricultural status transformation”.Taking the practice of J community governance as the research object,this paper analyzes and summarizes related issues from the theoretical level,and finds that the model of Party building as a way of social integration can promote the structural improvement of community governance,enhance the generation of community governance elements,and promote the socialization of community governance.This requires the repositioning of the role of grass-roots party organizations in the community,that is,being one that leads rather than being on that acts directly,being a resource integrator rather than being a resource transporter,being supportive of social participation rather than being directive,as well as being an organizer of community residents rather than being a single service provider.
