摘要
环境监测和环境监察是生态环境管理工作的两个重要组成部分,二者经常被形象地比喻为生态环境主管部门的“眼睛”和“耳朵”,是主管部门实现职能的重要依仗。本文主要分析二者的定义、特点和相互关系,发现和梳理新形势下目前二者运行的现状和出现的问题,从二者定位、人力资源、能力建设、市场形势、联动协同、效能等方面思考原因,探索提出相应的解决方式和建议。这对于二者之间的良性互动运行、更好地开展生态环境工作,显得十分必要和重要,具有相当的积极意义。
Environmental Monitoring and Environmental Supervision are the two important sections of the management for ecological environment.They are figuratively described as“eyes”&“ears”of the ecological and environmental departments usually.They are the important methods for the administrative department in charge to achieve it’s function.This article analyses their definition、characteristics and correlations,finds and cards the present status and problems when they work at the new situation,thinks the reasons on the aspect of their function positioning、human resources、capacity-building、market situation、react in chain、effect and so on,then attempt to give the solution ways and suggestions accordingly.This is very necessary and important for them to have a fine interactive operation,also to do the ecological environment work well.In a word,it has considerable positive significance.
