摘要
经济高质量均衡发展是我国十四五时期区域协调发展战略中的重要一环。地区发展速度不均会使经济高质量发展水平在空间上呈现异质性。选取江苏省内各设区市2009—2019年的面板数据,通过熵值法构建经济高质量发展指数,并利用Moran散点图、Lisa聚类等方法对经济高质量发展指数进行时空演变分析。结果显示,2009—2019年,江苏省经济高质量发展水平整体趋于均衡,全省内部并未出现极度不均,但各设区市间仍存在一定差距。基于这一结论,提出江苏省推进全省南北融合发展、苏北地区打造特色产业、苏中地区科学分配生产要素实现协同发展、苏南地区重视空间协调实现飞跃发展的政策建议。
High-quality and balanced economic development,an important part of China′s regional coordinated development strategy during the 14th Five Year Plan period,will display spatial heterogeneity due to uneven speed of regional development.On the basis of the panel data of cities in Jiangsu province from 2009 to 2019,the economic high-quality development index was constructed by weighing relevant indicators through Entropy and was analyzed from the perspective of its temporal and spatial evolution by means of Moran scatterplot and LISA(Local Indicators of Spatial Association).The results show that from 2009 to 2019,the overall high-quality development of Jiangsu province tends to be balanced,and there is no extreme inequality within the province despite a certain gap among the cities.Based on this conclusion,this paper proposed that the integrated development of north and south be promoted in the whole province by developing specialty industries in the northern part and scientifically distributing production factors in the central part to achieve coordinated development,and attaching importance to spatial coordination in southern part for the leapfrog development.
