摘要
文章认为,作为科研诚信建设过程中的重要主体,国家科研资助机构在其中起到何种作用值得深思。英国研究与创新理事会作为英国极为重要的科研资助机构,其参与科研诚信建设的举措包括:组织科研诚信教育、出台规章制度规范科研行为、保证评审过程公开公正、健全科研问责制等。其多以间接方式参与科研诚信,体系完整、分工明确,且在发展过程中不断完善科研诚信体系,这对于加强我国国家科研资助机构在科研诚信中的作用,保证评审过程中的透明度、公正性具有借鉴作用,从而减少科研不端行为,创建良好科研环境。
As an important subject in the construction of research integrity,the role of national scientific research funding agencies is worth pondering.As the most important scientific research funding agency in the UK,the British Research and Innovation Council has participated in the construction of research integrity,the measures included:organizing research integrity education,issuing rules to regulate scientific research behavior,ensuring that the review process is open and fair,and improving the research accountability system.Most of them participate in research integrity in an indirect way,the system is complete,the division of labor is clear,and the research integrity system is continuously improved in the developing process.Thus helping to strengthen the role of the country’s national research funding agencies in research integrity and ensure transparency and fairness in the review process.It can be used as a reference to reduce research misconduct and create a good research environment.
