摘要
我国乡村社会治理制度效能生成的内在根据,即党的领导权威赋予制度效能终极源泉,人民至上价值导向型塑制度感召力,公平正义精神内核塑造制度公信力。从生产力、文化和人民性三个维度提出我国乡村社会治理制度效能的评判标准,即助推乡村经济包容发展、弘扬乡村先进文化、维护村民根本利益;乡村社会治理制度效能提高的基本路径,在于创新制度教育方式内化制度意识、严格党纪促进制度自觉、严格制度执行保障制度效能。
This paper reveals the internal basis of the effectiveness of Chinese rural social governance system.That is,the Party's leadership authority endows the system with the ultimate source of effectiveness,the people first value shapes the system appeal,and the spirit of fairness and justice shapes the credibility of the system.From the three dimensions of social productive forces,social culture and people's interests,the paper puts forward the evaluation criteria of the effectiveness of Chinese rural social governance system,that is to promote the inclusive development of rural economy,promote advanced rural culture,and safeguard the fundamental interests of villagers.The basic ways to improve the efficiency of the rural social governance system are to innovate the system education,to internalize the system consciousness,to strictly enforce the Party discipline and to strictly enforce the security system.
