摘要
健康既是个体发展的必然要求,也是经济社会发展的基础条件。基于流动人口公共卫生服务均等化试点这一拟自然实验,结合2017年全国流动人口动态监测数据,实证检验了公共卫生服务均等化对流动人口健康的影响,并进一步探讨了公共卫生服务均等化对流动人口健康影响的异质性与作用机制。研究发现,总体上,公共卫生服务均等化提高了流动人口健康水平,且这一效应存在显著的人群异质性,与未患慢性病、青年和流动时间1~5年的流动人口群体相比,公共卫生服务均等化对患慢性病、中年和流动时间6~10年的流动人口群体健康影响更显著;机制分析显示,医疗服务可及性、健康素养水平和医疗服务利用是公共卫生服务均等化影响流动人口健康的三个作用机制。以上发现为从定量视角考察我国基本公共服务均等化政策提供了一定启示,为推进基本公共服务均等化和健康中国建设提供了有益借鉴。
Health is not only the requirement of individual development,but also the basic of economic and social development.Based on the quasi natural experiment of the pilot of public health services equalization for floating population,using the China Migrants Dynamic Survey(2017),this paper empirically analyzes the effect of basic public health services equalization on the health level of floating population,and discusses the heterogeneity and mechanism.The study finds that the basic public health services equalization for floating population improves the health level of floating population,and this conclusion is heterogeneous.The positive effect is notable among three sub-groups of migrants,one having chronic diseases,the middle-aged,one migrating within 6 to 10 years.The mechanism analysis shows that the policy affects the health of floating population through the channel of accessibility of medical services,health literacy level and utilization of medical services.The findings provide some enlightenment for discussing the equalization policy of basic public services in China,and provides useful reference for promoting the equalization of basic public services and healthy China construction.
