摘要
目的:在新冠肺炎疫情常态化防控背景下,构建并实践一套具有一体化、全流程特点的医疗物资供应平急转换新模式。方法:利用医疗机构诊疗数据,依靠德尔菲法等管理学方法设计一套集风险预警、物资储备和集束化应对措施为一体的全流程平急转换新模式,通过满意度调查对该模式的实践效果进行评价。结果:本研究构建的平急转换新模式包含了以卫生行政机构发布的疫情公告或临床科室上报的流感样病例为基础的预警机制,以创新设计的物资供应压力指数为指引的物资储备机制,以及以供需联动、精准配置和物资规范化使用为主的集束化应对机制。疫情防控实践后开展满意度调查,结果显示该平急转换模式的总体满意度为94.1%。结论:本研究构建的全流程平急转换模式能够提高后勤医疗物资保障平急转换的敏感性和精准性,在新冠肺炎疫情常态化防控背景下有实践意义。
Objective:In the context of normalized prevention and control of COVID-19,we planned to construct a new medical supplies transformation model for exigency and normalization status.Methods:With clinical data of medical institutions,we used the Delphi method and experience summary to design a whole-process model integrating risk early warning,medical supplies reserving and cluster response measures.We then evaluated the practical effect of the model with satisfaction survey.Results:the new model of the study contains an early warning mechanism based on the infectious disease alert of health administration or the influenza-like illness count in medical institutions,a material reserve mechanism based on material supply pressure index,a cluster response mechanism based on supply-demand linkage,accurate configuration and standardized usage.The overall satisfaction of the model reached 94.1%.Conclusion:The new model can effectively improve the sensitivity and accuracy of medical materials supply,and has positive practical significance in the period of COVID-19 prevention and control.
