摘要
河湖名录成果更新是河湖基本信息整编及空间标绘工作的延续,是夯实河长制数据基础、维持数据生命力、提升成果价值的重要保障。该文以广东省河湖名录成果为基础,各地管护需求为导向,结合河湖名录成果特性和更新工作的要求,构建了省、市、县多级协同更新机制,并从各级职责、工作流程、更新方式、成果审核和成果编码等5个方面详细阐述了协同更新机制的工作流程。协同更新机制充分发挥各级部门的优势,形成多级联动、点面结合、双向对接的新型工作模式,为河湖名录成果进一步完善提供了科学、规范的工作机制,也为省内外河湖名录更新工作提供了一种新的思路。
The updating of rivers and lakes catalogue is the continuation of the basic information compilation and spatial mapping of rivers and lakes,and is an important guarantee for consolidating the data base of river chief system,maintaining data vitality and improving the value of results.Based on the results of rivers and lakes catalogue in Guangdong Province,guided by the needs of management and protection in various regions,combined with the characteristics of the results of rivers and lakes catalogue and the requirements of the update work,this paper constructs a multi-level collaborative update mechanism,and elaborates the workflow of the collaborative update mechanism from five aspects:responsibilities,workflow,update methods,audit and coding.The collaborative updating mechanism gives full play to the advantages of all levels of departments,and forms a new working mode of multi-level linkage,point-polygon combination and bidirectional associate.It provides a scientific and standardized working mechanism for the further improvement of the rivers and lakes catalogue,and also provides a new idea for the updating work of rivers and lakes catalogue.
