摘要
南京国民政府时期的西康省地方行政干部训练团,既隶属于国民党干部训练工作体系,又因其地处边疆而独具特色。在干部训练的具体实践中,蒋介石希望通过省训团训练效忠于中央的干部,而西康省主席刘文辉则力图通过省训团使受训干部形成一个稳固的组织,防止中央势力对地方的渗透,以实现其边疆建政的愿望。最终,西康省训团训练了大批的干部,他们在促进地方建设、加强民族融合、维护社会稳定等方面发挥了积极的作用,有效地推动了新成立的西康省对边疆地区的治理和建设。
The local administrative cadre training group of Xikang Province during the period of the Nanjing National Government,subordinate to the Kuomintang cadre training system,was quite unique because of its location in the borderland.In the specific practice of cadre training,Chiang Kai-shek hopes to train cadres loyal to the central government through the provincial training team,while Liu Wenhui,chairman of Xikang Province,tries to make the trained cadres a stable organization through the provincial training team to prevent the central power from infiltrating the local area so as to establish his governance in the borderland.In the end,a large number of cadres trained by the local administrative cadre training group of Xikang played an active role in promoting local construction,strengthening national integration,and maintaining social stability.They effectively promoted the governance and construction of the border areas of the newly established Xikang Province.
